How can I write a formal application?

My brother a private unaided college lecturer was caught by ACB in Thane in 2015 on a complaint of a student for asking 2000/-for project submission after last date filling. Private college with the false enquiry terminate him. Now the trial is going on and nothing is happening. As the law was for government public servant but ACB falsely implicated him in the case. Need your expertise to put an application for him to get out of this case, as his financial condition is very worst to run his family. Pls guide
