If age of bride more than 18 years and groom's age more than 21 years than you can marry anywhere in India.but remember if you are going for court marriage you need to bring address and age proof documents and two witnesses, also if you are opting Arya samaj mandir marriage than you need same but there if you hire any advocate he will arrange all.

However without advocate your expenses will be near 2000 INR but with advocate you need to give his fee so it may be diffirent as diffirent places .this is practical answer not the theoretical.
