It is not difficult to understand the fact that the maintenance costs borne by the association are not for the maintenance of member housing, but for the maintenance, repair and reconstruction of the association's common infrastructure. Community grounds shared by all apartment owner members, their relatives, and visitors, including offices, streets and corridors, security devices, utility lines, sewage lines, elevators, stairs, telecommunication lines, etc. These costs shall be borne by the management of the association, regardless of whether the apartment is occupied by members or maintained free of charge.
only exemption can be made of the things such as water usage, electricty usage etc can be exempted.
