Can I apply for passport with mother’s name mismatch?

I applied for a passport in 2017, and it was approved with my mother's name written as "Rukaya Akhter." However, her surname "Akhter" was mistakenly written. All my other documents (10th, 12th, DOB certificate) mention her name as "Rukaya" without her surname. All my mother's documents have her full name, "Rukaya Akhter." Now, I'm applying to remove the ECR (Emigration Check Required) category from my passport. The passport officers informed me that they can't proceed because my birth certificate doesn't have my mother's surname. They suggested either adding the surname to my documents or removing it from my mother's documents. If I apply for a fresh passport without the old one, I can write my mother’s name as "Rukaya" without the surname. Is this okay? Please guide me.

If your passport has your mother’s full name (Rukaya Akhter), but your other documents only show "Rukaya," you must either update your documents or apply for a new passport using "Rukaya" only. Since mother's documents are not mandatory, explain with an affidavit and request the officer to accept the name without the surname.
