Disposed SCA 757 2018 Gujarat High court can reopen?

All applicants are goverment employees of class 3 and 4 having eligible for 90 sq.m.plot had applied for residential plots in 2003 in Bhuj city and applications were accepted.Govt.authorities not included 2003 applicants during allotment in 2008 @Rs 18000/- per plot though there was a enough space in similar survey number as it was allotted in 2022. Inspite of old application,authorities alloted plots @9,19,725/-+Taxes in 2017. Therefore, employees filed a SCA 757/2018 by 70 employees. As later on due to slow down of market price and all employees were tired and bored proposed to request compromise to purchase a plot at current lower price to hold possession of plot first ever. Therefore, SCA 757 was disposed off by court with order to authorities to allot plot within three months latest by 08/02/2020. But plots allotted after19 months in July 2022 @7,71,750/-+ Taxes under new sharat .As price is not affordable to some employees from petitioners had not make payment for possession.
