Force by the builder for registration with POC

I have purchased a commercial property in2012 with full payment in g.noida knowledge park 5 and suppose to got possession by 2016. Till date they didn't complete the building. But some how they managed a partial occupancy certificate from G NOIDA AUTHORITY. They now force the buyer to registration and give them maintenance charges for 18th months approx Rs 17000, otherwise they will put a huge holding charges.The building far from completion. Common facilities like water light safety not there. What i will do ?

: First foremost if you want to take action alone you send the legal notice to the builder if you have valid agreement or an oral agreement in presence of independent witness and file a criminal case of cheating and fraud.

And file a criminal case of cheating in consumer complaint against the builder for breach of agreement as you were supposed to get possession by 2016. OR ELSE: Under section 12(1)(c) class action petition of consumer protection act 1986, file a joint petition on behalf of all innocent consumers ( but complain on behalf or for the benefit of all the consumer having common interest or common grievance.
