How does a settlor become a trustee and minimum trustees required?

The settlor is a chairperson of the trust. In the deed registration, the settlor is not mentioned as a trustee. How does the settlor become a trustee of the trust? If one trustee resigns, does the trust require a minimum of three trustees?
