Should I complaint police if My neighbors used to harass my family?

Nearest neighbors (whole family including their sons) in flat mental harassing my family. especially that 12 years old boy teasing my parents with bad words. i am not able concentrate in studies. my parents cannot able to face them due financial situation. when I inform about them they are not allowing to fight with them. they told to concentrate in studies. what can I do. I am major (18 years old), shall i file a case in police station Or I want to get help from lawyer to make statement against them.
