Why is passport delayed due to relative's past actions?

I am from Jammu & Kashmir and have applied to study abroad. I submitted my passport application over 3 months ago, but my police verification is still pending. The delay is reportedly due to my uncle’s alleged involvement in illegal activity in the 1990s, even though no FIR was ever filed against him. I was not even born at the time. I have written to multiple officials but have received no response. The CID Headquarters in Jammu keeps telling me it will be done in "two days," but it has now been 21 days with no progress. I’ve received no message about an adverse report, but I’ve heard that "adverse" has been written in my file. I’ve applied to study in Italy and cannot proceed with IELTS or visa processing without a passport.
