Cheating by offering job opportunity

Last week my brother went to Dubai for a job opportunity. This job opportunity is from an agency. They told us that they will provide a secured job with food and accommodation in dubai and also they took 2 lakhs money from us for this job. Now my brother is in Dubai but it's been a week he didn't get any job. Now he is helpless he doesn't have any money to survive there. Now Agency didn't doing anything that they told us that they will do. There's also an agreement that they signed with my brother for this job. Now what will we do against that agency for this cheating and the loss we occurred?
