Parent Ignoring New Born baby (girl)

My friend work in a hospital, there's one situation happened yesterday, One sweet baby-girl has been born but her parents don't want her because they wanted a son. after awhile this baby suffers seizures and some other medical conditions, for her treatment some tests are needed but her parents avoiding and ignoring this serious condition (sadly it seems they are more happy if she dies) they gave reason that they are poor so they cant do those tests, then hospital suggested free option and you have to do it fast. but still they are not willing to do this and acting as slow as possible. So our concern here what we can do legally for this baby's welfare if her own parent abandoning her, she'll die if we have nothing to do.is there any law for this inhumanity?
