No, Arya Samaj Mandir does not issue any public notice while solemnizing your marriage. After the ceremony, you only get a marriage certificate from the mandir. If you go to the SDM office for registration, a notice is issued only under the Special Marriage Act. Under the Hindu Marriage Act, no such notice is needed.
