What legal actions can I take against housing society’s unfair charges?

My family member owns a flat in a cooperative housing society in Pune. Here are my observations: The general secretary has been the same since 2017. I’m unsure if elections were held and their credibility. The society management tries to extract money from members through festivals, conveyance deeds, and road construction. I recently received a ₹5,000 bill for road construction, even though I regularly pay maintenance, which has also increased. Members are indirectly harassed for not paying.
