Who paid my property tax without permission and how act?

I have a registered property in my name, and the mutation has also been done. I have been paying my property tax regularly using my debit card, and even last year, I paid it through my debit card. However, recently when I went to make the payment for the GHMC Property Tax online for the year 2023-2024, I noticed that it has already been paid online. Someone made the payment for the property tax without my knowledge, and I have not authorized any of my family members to make the payment. What steps can I take against them legally, as all I have is the transaction ID details? I suspect my sister-in-law is trying to make the payments without my knowledge and is attempting to grab the property. But with just the transaction ID details, what legal action can I take, and how can I find out who made the payment using the transaction ID?
