Section 9 Of Hindu Marriage Act, 1955

If either husband or wife withdraws themselves from society without any valid reason, the other party can file a petition in the district court. 

The judge has the power to pass the order for the restitution of the conjugal rights only if - 

1) the partner does not have the valid reason

2) It does not have any valid legal ground  

Explanation- Anybody who decides to withdraw from the society of either of them will have to prove the excuse to the court.
