Can I get a refund for delayed student visa application?

I applied for a student visa to the USA on August 4, 2023, for the January intake and paid ₹1,35,000. After that, they said there was a problem with my application and that the intake would be deferred to August. I had no option but to wait. Now, they are saying there is another problem with my application and it will be resolved in 3-4 days. It's been a month, and they are still asking me to wait. They have wasted a year of my life and are not refunding my money. When I visit their office, they ignore me.
