Can my college legally withhold TC and NOC without dues?

I have completed my first year of graduation and have paid the entire first-year fee, with no outstanding dues. Due to severe financial difficulties, my family cannot afford the fees for the second year at my current private college. I want to transfer to a government or another private college in the same city to continue my education. However, my current college is refusing to issue my Transfer Certificate (TC) and No Objection Certificate (NOC), verbally citing “delay” as the reason. As per the applicable UGC guidelines, since I have no outstanding dues, I understand that the college should not withhold my original documents or TC. I urgently need these documents to secure admission to a government college before its admission deadline. What immediate legal steps can I take, such as sending a legal notice or approaching the appropriate authority, to compel the college management to issue my TC and NOC without losing an academic year?

First, submit a written request to the college for the TC and NOC, clearly stating that there are no outstanding dues, and keep proof of submission. If the college refuses, ask for the refusal in writing. You may then approach the university’s grievance authority or other competent education authority and, where appropriate, send a legal notice.
