How to file medical negligence case for surgery complications?

I underwent ureteroscopy for kidney stone removal at Jupiter Hospital in January 2025. Post-surgery, I developed a ureteral stricture that required additional treatment. My concerns are: • No pre-operative imaging was done on the day of surgery, despite hospital protocol. • During the operation, the laser was reportedly not functioning, and I was under partial anesthesia but heard the conversation. • The hospital refuses to provide written responses to my queries. • I suspect intra-operative trauma may have caused the stricture. Do I have grounds for a medical negligence case? What evidence is required to file a case in consumer court? Also, one doctor told me they cannot give their opinion in writing. Is there any way to get a written opinion from another doctor, such as a government doctor?
