Can a person accused u/s 498a be arrested after the FIR is filed?

I have filed Section-9 RCR on August at Odisha (my native place) and my wife filed 498a on October at Andhra Pradesh (at her native place). Andhra Police now calling me to come to Police Station and receive the 41a CrPC notice. Can they arrest if go to their police station. Can 498a be quashed as I have filed RCR first? They have also involved my bro-in-law in this case and who is staying just 20 kms away from that police station. The police calling him again and again to receive the notice from the police station. Should he go there or inform them to issue the notice to the Local PS? Thank you.
