How can I take control of my husband's pension for security?

My husband is retired from the army and has always been wasteful with money. He bought a plot and transferred all legal control to his mother. Now, he is doing nothing, has taken multiple loans, and is planning to take a third loan using his pension. Meanwhile, his wife and children are living in a rented house, and the rent keeps increasing. The children's school fees have also increased, now reaching up to 1 lakh.
