First, you are exercising your rights as a tenant by declaring that no rental agreement has been signed. The landlord cannot, therefore, recover any such charge of ₹4,000 legally. Maintain all correspondence with the landlord and collect any evidence to support your non-liability towards extra charges. You can even send a formal notice to the landlord clarifying your stand. If they refuse, seek legal advice and bring a complaint to the local consumer forum for unfair practices as a tenant under the Indian law.

Try to negotiate with the landlord. Explain that you were never informed about any minimum stay requirement or additional charges for leaving before six months and If you believe the landlord's actions are unfair or predatory, consider contacting your local consumer protection agency, For further Contact us on helpline number.
