A female unmarried child is eligible for family pension till she marries, re-marries or starts earning her livelihood. According to the Central Civil Services (Pension) Rules, 2021, this eligibility continues without any age bar till one of these conditions is met. However, if she reaches the age of 25 or more and all other eligible unmarried siblings have also attained this age or are financially independent in their own right, then eligibility is affected. Thus the family pension does not depend on age 25: it depends on her age and marital status and financial independence.
