How can NRI brother give no objection for property?

Our house in Lucknow is registered in my father’s name, and both my parents have passed away. I have one brother who is now an NRI. Since I funded the house, my brother has agreed not to claim ownership. How can my brother provide a no-objection letter (as an NRI) to help me get a clear title?
