How can I remove my name from a vehicle registration?

I am from Hyderabad. I was the owner of a four-wheeler. In 2016, I sold my vehicle to a buyer through a broker and handed over all the signed documents for the change of ownership. After that, I did not check whether the transfer was completed or not. In 2023, when I tried to purchase a new car in my name, I was informed that a vehicle was still registered in my name according to RTA records. To buy a new car, I would need to pay additional taxes. I tried contacting the buyer, but he was untraceable. I later learned from the broker that the vehicle was given for scrap. As of today, the RC of that vehicle has expired. I request you to kindly guide me on how to proceed with removing my name from the vehicle registration.
