Whom can I approach if gift deed canceled on fraud?

The District Sub-Registrar (DSR) revoked a gift deed, and the Commissioner, GMC, restored the title of the house to its previous owner on the basis of a false application submitted by the executor of the gift deed. Against whom should the case be filed?

A registered gift deed cannot be revoked by the Sub-Registrar; only a civil court has such power.
