How to get certified copy of marriage certificate?

Can I obtain a certified copy of a marriage certificate that was registered in Delhi in February 1998? I have been informed that certified copies cannot be issued for marriages registered before 2010. Is this correct?

Dear Client, You can obtain a certified copy of your 1998 marriage certificate registered in Delhi, regardless of its age. Apply to the Sub-Registrar’s office where the marriage was registered, providing the registration number or available marriage details, along with identity proof and the prescribed fee. The office can issue an authenticated certified copy bearing its official seal. If the original record is unavailable, you may approach the District Court and seek a certified copy based on supporting evidence. You should apply to the concerned Marriage Registrar's office in Delhi and request a certified copy from the official records. If the request is refused, seek the reason in writing and consider filing an RTI application to verify the availability of the registration record and the procedure for obtaining a certified copy.
