Property Dispute- Builder took over our flats

We are land owner and gave DGPA to builder for construciton of apartments. He did not handover our share of flats to us yet and suddenly locked our flats while we are still in the discussion of the penalty payable as he delayed the handover..is that allowed as per Indian law??
