Can someone misuse blank signed stamp paper?

My father sold his plot to our neighbor 13 years ago. He gave her a blank signed ₹10 stamp paper along with some documents. We asked her to return it, but she said it was lost. Can they use it for any purpose?

Dear Client, Affixing one’s signature on any blank document including stamp paper is very risky since it can be severely misused and give rise to legal complications.
