Can non-Delhi address couple register marriage in Delhi?

We want to have a court marriage in Delhi (Jain and Hindu). We have some queries: Can we register the marriage in Delhi if our Aadhar cards have old non-Delhi addresses, but one partner's passport has a new Delhi address? On what address will the waiting period notice and final marriage certificate be sent? What other documents are required in the entire process? How long is the waiting period between application and final registration? How many witnesses are required, and do all witnesses need to be present both times – when declaring intent and when finally getting the marriage registered?
