Can I file a case for unpaid loan and interest?

Respected Sir/Madam, A friend of mine took ₹10 lakh in cash from me in December 2022, promising to return it in 3 months with 1% interest per month. However, he neither returned the principal nor paid any interest until June 2023. After many requests, he paid partial interest (7 installments of ₹10,000). I have communication proof of the outstanding amount (₹10 lakh principal and ₹90,000 interest) in WhatsApp messages. Can I file a case against him as he keeps giving excuses and doesn't return the money?

You can file a civil suit for recovery of the money in the court. Since you have evidence of the loan agreement and payments, it will strengthen your case. The court can direct him to repay the principal and interest. Before filing case you may consider sending s legal notice with the help of an expert lawyer for amicable settlement.
