Can I file a court marriage application on behalf of fiancé?

This is an arranged marriage, and I want to file an application for a court marriage in Madhya Pradesh. However, my fiancé is in the UK and will come for the marriage next month for 10-12 days. Can I file the application on his behalf, or will my application be accepted? We have all the valid documents and support from both families. Some advocates told me that we both must be present at the filing of the application before the marriage office, or else the application will not be accepted.

You cannot file a court marriage application on behalf of your fiancé if they are not present. Both of you need to be present at the marriage office to submit the application.
