Can I take legal action for public urination near my house?

My house is on the roadside, and there is a plot in front of my house on the other side of the road. The plot belongs to someone else. Due to some family issues, the owner has left the land unused for several years. Now, people traveling by the road are taking advantage of it and urinating in front of my house. They do not listen when I ask them to stop. I want to take legal action against them. Can I charge a fine for this?
