Can property be sold based on an agreement alone?

An agreement was made between A and B for the sale of a 1-acre plot of land. Based on this agreement, can B make another agreement with C for the sale of the property? B received all payments into their own account, while the final registry is performed by the original landowner.

B cannot sell the property to C without the landowner’s permission, unless a power of attorney or agreement is in place that allows such a transfer. Any agreement between B and C should be legally validated, and payments should ideally be routed through proper channels to avoid disputes.
