What actions should I take if my neighbor harasses parents?

I work in Noida, while my parents live in my hometown, Anupshahr in Bulandshahr district, Uttar Pradesh. My neighbor often tries to provoke fights with my parents. A few days ago, he got into a physical altercation with my father. A few months ago, when my mother was home alone, he started abusing my father and mother outside our house. He even started throwing cow dung near our house and tied his cow in front of it. What actions should I take, and how should I file a complaint to ensure he gets the maximum punishment?
