What legal action can I take against medical negligence and expenses?

My mother was admitted to a private hospital for a breathing issue on 3rd January 2024 and discharged on 18th January 2024. During this time, she was shifted twice to the general ward, and the Bipap machine was defective. Both times, she was moved to ICU. Due to medical negligence and ICU charges, my Mediclaim of ₹3 lakh was completely used up. After sending several complaints to the hospital and government agencies, I sent a legal notice to the hospital and departments like the Delhi Medical Council, NABH, and Directorate of Health Services. I received a reply from the Delhi Medical Council stating that according to Rule 32 of Delhi Medical Rules 2003, we do not fall within their jurisdiction. Please help, what should I do now?
