What legal steps can I take against a borrower with threats?

There is an issue of financial misconduct in a WhatsApp group of school friends. One member, Karan Kukreja, borrowed money from several people, including me, and has not repaid it. He has also been abusive and issued death threats. The amounts were small (500 to 2500 each), but in total, he collected over 20,000. After exposing him in the group, he started threatening me and abusing my mother.
