Which has precedence, approved MPD 2041 or adopted bye-laws?

Model Bye-Laws of Association of Delhi Apartment Owner’s Association under the Delhi Apartment Act, 1986 under CHAPTER VI (Obligations of the Apartment Owners) says “All the Units shall be utilized for residential purposes only”. The MPD 2041 inter – alia says that professional activities shall be permitted in all residential use premises (plotted development and group housing) Model bye laws are generally adopted in toto by apartments and MPD 2041 is likely to be approved soon. Both the above mentioned clauses are in contradiction to each other. My query is which one has precedence over the other, approved MPD or adopted bye-laws?
