What to do if refunded scammer still threatens after cyber complaint?

I transferred money on 26 November 2025 to a person for booking a flight ticket scheduled for 11 December 2025. He failed to provide the ticket and kept giving excuses, including false claims of cancellation without proof. He also did not refund the amount as promised. Therefore, I filed a cyber complaint. After the complaint, his bank account was frozen and he refunded the full amount on 21 December 2025. I informed the cyber cell in writing that I had received my money and did not wish to take further action. However, the authorities said the account cannot be unfrozen due to other pending complaints. My complaint is now closed, but he is still threatening and harassing me, demanding an NOC which I cannot provide. I have saved all communications as evidence.

Since you have already received your money and informed the cyber cell, you are not responsible for unfreezing his account. The account may remain frozen due to other complaints under Information Technology Act, 2000 and cyber fraud laws.
