Can I transfer from Border Roads Organization to other departments?

I am a Junior Engineer currently employed with the Border Roads Organization under the Ministry of Defence. Is there any provision for getting a transfer from Border Roads Organization (MOD) to another department like Military Engineering Services (MOD) or any other department like the Railways or CPWD on a similar post, based on the grounds of a disabled dependent? My wife is disabled and employed with the Bihar Government, and there is no Border Roads Organization establishment in Bihar.
