What is eligibility under Category I-A for OBC-NCL?

My father was a Class-I officer in a Government Agricultural University in Gujarat. He was promoted to Class-I after the age of 40. There is some confusion about whether he falls under Category I-A (Group-A/Class-I All India Central or State Services) for the purpose of obtaining an OBC-NCL certificate.Is he considered a government employee under this category? Kindly provide a reference to any relevant government provision or order, if possible.
