How can I legally recover my money?

I gave money for the development of a chawl row house in Naigaon East in the Mira-Bhayander region. However, the chawl room was never built, and the builder is not returning my money. They have given me only a small amount. It has been over two years now. I need a genuine lawyer to file an application in the Consumer Court in Mumbai. Any advice would also be very helpful.
