How do I respond to account lien for unknown fraud?

As I mentioned, a lien of ₹90,000 has been placed on my account by the West Bengal Cyber Cell. However, I was not involved in any fraudulent activity. I simply received money, which I withdrew while I was abroad, and used it for personal or educational purposes. Since they have now imposed a lien, I do not believe I should be held responsible. I would like to leave the account as it is and send a legal notice stating that I am not involved in any fraud.
