What can be done if my friend is being blackmailed?

I’m not facing any issues, but my female friend is. There is a boy who is blackmailing her, threatening to commit suicide if she doesn’t talk to him. She has blocked him everywhere, but he keeps calling from different numbers and follows her to college, even asking her to give him full access to her phone. She’s afraid to tell her parents. What can we do?
