What legal rights does ill husband have against wife?

My brother is suffering from Huntington’s disease, which is not curable. He cannot manage his daily daily chores. His wife is not taking care of him. She has sent him to my mother’s house and has taken all his money and kept it with herself. He is now struggling for money.
