What legal action can be taken against visa fraud?

I was issued a visa from the Mohali office in Punjab to work in Azerbaijan. They charged me ₹1 lakh for the visa, but now they are not processing my work and are also not refunding my money.

Dear client, file an FIR for cheating or fraud at the police station or on cyber crime portal. And send a legal notice to demand your refund.
