My father is a technician working in the private sector with an annual salary of ₹8.2 lakh. Are his children eligible for a Non-Creamy Layer (OBC) certificate? Can they apply for the certificate if the Tehsildar has verified all the original documents and the bank statement showing the salary?

If your father's annual salary is ₹8.2 lakh from private job, then you are not eligible for the Non-Creamy Layer OBC certificate, as the income limit is ₹8 lakh.
