Can property be sold using embassy-notarized GPA from abroad?

Sir/Madam, there is a property located in Bangalore that is jointly owned by two brothers, one of whom resides in the US. He is currently unable to travel, but has sent a Power of Attorney notarized by the embassy and other relevant authorities, authorizing the other brother to sell the property. Can a purchase be made based on this GPA?
