What can we do if my grandmother’s property faces encroachment?

My grandmother has been living in a place (25×22) for the last 20 years, but the place is encroached upon. We have applied for a patta regarding this issue. Some houses in the area have received pattas, but four to five houses have an objection filed by a government official, and my grandmother's house is one of them. According to the jailer, the place comes under the jail, but if that’s true, why was the objection filed only on these few houses? We have approached government offices multiple times, but have received no positive response. What can we do?
