Can petition be filed against ration black marketing and biometric denial?

Under the PM Garib Kalyan Anna Yojana, black marketing is rampant in many areas during ration distribution. Ration dealers often provide less ration than the entitled quantity and, after biometric verification, quickly weigh the ration using dummy or inaccurate weighing scales. This false weighing is shown to the department to create an impression of fair distribution. Additionally, beneficiaries are frequently denied biometric KYC verification. The following violations of law are prohibited: Unsanctioned or black marketing of commodities; Undue limitation on availability of commodities for purchase; and thus, no commodity shall go short; Finally, when a commodity is inappropriately distributed in any food establishment or to a consumer or customer. A District Food & Supply Officer, Vigilance Department, or State Food Commission may file complaints in writing. If the violation continues, an FIR against the person committing the violations should be filed for fraud and corruption. Black marketing and short distribution of ration are illegal under the National Food Security Act, 2013 and the Essential Commodities Act, 1955. You can file a written complaint with the District Food & Supply Officer, Vigilance Department, or the State Food Commission. If biometric denial or fraud continues, an FIR can be lodged for cheating and corruption. Complaints may also be made through the State PDS helpline/online portal.
