Can I move High Court after NBW not executed?

No arrest has been made even after the chargesheet was submitted in court. I filed FIR No. 246/18 in Sambalpur. Instead of arresting the accused, the police submitted a chargesheet to the SDJM Court. The court issued a Non-Bailable Warrant (NBW) against the accused (who is from Punjab) in 2020. Since then, the court has only sent reminders to the police for arrest, but no action has been taken. I appealed to the judge, but she stated her limitations. Even the public prosecutor is not helping. Can I take this case to the Orissa High Court?
